This page covers NYC Planning's Downtown Brooklyn-DUMBO-Boerum Hill area, which is wider than DUMBO itself. DUMBO, short for "Down Under the Manhattan Bridge Overpass," occupies the waterfront between the Manhattan and Brooklyn Bridges, where cobblestone streets and former factories and warehouses now hold offices, studios, shops, and apartments. Vinegar Hill, a small historic district to the east, is part of the same area. Brooklyn Bridge Park runs along the waterfront and is home to Jane's Carousel, and St. Ann's Warehouse performs in the historic Tobacco Warehouse in the park.

Inland, Downtown Brooklyn is the borough's civic and commercial center. Brooklyn Borough Hall, a Greek Revival building completed in 1848 as the City Hall of Brooklyn, anchors the civic district, the MetroTech Center office complex stands nearby, and Fulton Street is its main shopping street. Several of Brooklyn's tallest buildings, including The Brooklyn Tower, rise here. To the south, Boerum Hill is a residential neighborhood of brownstones that was designated a historic district by the Landmarks Preservation Commission in 1973.
